Foundational Ethos

Hilin is a policy-oriented research institution dedicated to advancing rigorous, independent, and regionally grounded analysis on geopolitics, security, political economy, and governance in the Horn of Africa and the Red Sea basin. We seek to illuminate the strategic forces reshaping this interconnected space and to contribute evidence-based insights that support stability, sovereignty, and cooperative regional order.
Our work is anchored in the conviction that durable regional solutions must be informed by local perspectives, historical understanding, and analytical depth. We combine scholarly rigor with policy relevance to bridge the gap between research, decision-making, and public debate.
Name and Symbol

Hilin means “path,” reflecting our belief in continuous exploration, humility, and collective progress. The name underscores our commitment to inclusive solutions and the value of every step forward. Our logo shows a path leading to a sunrise, framed by stars. The path denotes purpose and direction; the four-pointed star represents Somali communities in Somalia, Ethiopia, Kenya, and Djibouti; the sun symbolises knowledge, prosperity, and the Somali sun-based calendar.
Scale and Scope

We operate across multiple analytical scales:
-
Local and national political and security dynamics
-
Cross-border and regional interactions in the Horn–Red Sea system
-
International and global strategic engagements affecting the region
Geographically, our core focus is the Horn of Africa and the wider Red Sea–Gulf of Aden maritime space, while situating these within broader African, Middle Eastern, and global geopolitical processes.

A stable and strategically autonomous Horn–Red Sea region informed by high-quality analysis and inclusive policy dialogue.

Research Philosophy and Practice

We approach research as both an analytical and civic responsibility. Our work is guided by the following commitments:

-
Policy relevance without political alignment
-
Integration of local expertise and regional perspectives
-
Clear, accessible communication of complex issues
We prioritize research leadership by scholars and analysts from the region, while engaging international collaborators in ways that reinforce, rather than displace, local intellectual authority.
